The mission of The Town of Fort Mill Procurement Department is to provide excellent customer service while promoting fair and open competition in the procurement of goods and services necessary to support all town operations, while maintaining the highest standards of integrity and ethical conduct.

About the Procurement Department

The Procurement Department is included in all stages of acquisition, from planning to order placement to purchase receival. The department ensures compliance with good business and competitive practices required by applicable laws and regulations, and is also responsible for enforcing The Town of Fort Mill’s related purchasing codes and ordinances. In addition, the Purchasing Department:

  • Administers the purchasing card program
  • Approves and issues purchase orders
  • Assists departments in creating specifications and technical requirements needed for open solicitations
  • Creates all town Request for Proposal (RFPs), Request for Quotation (RFQs) and Invitations for Bid
  • Deals fairly with all potential sources of supply
  • Develops purchasing objectives, policies, programs and procedures for the purchase and contract of all materials, supplies, equipment and services
  • Ensures town departments and employees adhere to the town’s Procurement Code
  • Establishes and administers purchasing policies
  • Explores the marketplace for new sources, products and materials
  • Obtains fair prices for materials, equipment, supplies, and services
  • Obtains goods and services in an efficient and businesslike manner
  • Promotes meaningful cost savings while coordinating, purchasing, and contracting procedures for the town
  • Properly disposes of town surplus/obsolete equipment
